Nahid Islam, convener of the National Citizens Party (NCP), declared that signing the July Charter without legal grounds is merely a formality. Speaking at a press conference in Dhaka, he said, “Without a legal foundation and official order, signing the July Charter is meaningless. Therefore, NCP will not join Friday’s signing ceremony.”

He emphasized that political parties must ensure the implementation of agreed points if they come to power, and that the National Consensus Commission formed after a mass uprising needs legal recognition. Nahid accused the July Declaration of being deceptive, noting the final text differed from earlier versions and included many compromises.
Nahid concluded that without legal assurance and an official mandate, the charter signing holds no value. Until such guarantees are made, the NCP will abstain from the July Charter signing and related events.
